Administrative Services at the Air Force Personnel Center

Since October 1999, our AbilityOne nonprofit agency (NPA) has been performing services with the Automated Records Management System (ARMS) within the Air Force Personnel Center (AFPC) at Randolph AFB, TX. One hundred and four current employees provide administrative support services on this critical project.

AFPC had an additional need for personnel administrative support services consisting of maintaining Air Force civilian personnel records, administrative support, postal operations, military and civilian recognition program, military records management and promotion board support, Freedom of Information Act (FOIA)/Privacy Act (PA) request processing, administrative records file plans management and forms management.

The following is a synopsis of our service by area:

Civilian personnel records consist of checking civilian personnel records in and out of filing location, scanning and profiling of hard copy and electronic documents for over 83 bases in an electronic filing system, and maintaining older hard copies of personnel records.

Administrative support consists of acquiring administrative supplies for civilian personnel folder maintenance, picking up and delivery of mail for each section, transmitting and receiving messages to Air Force locations as needed.

Postal operations consist of processing of incoming and outgoing mail which includes official and accountable mail, and transmitting and receiving Defense Messaging Systems electronic messages.

Military and civilian recognition program consists of ensuring timeliness and completeness of awards, decorations, trophies, plaques, decorations, and certificates submitted for recognizing military and civilian employees through board process for award determination.

Military records management and promotion board support consists of checking in and out officer and senior NCO records to customer, maintaining and updating records, creating records for promotion board review, copying records for customers, and preparing records for shipping as needed.

Freedom of Information Act (FOIA)/Privacy Act (PA) request processing consists of receiving requests for information under the FIOA/PA, must be knowledgeable of case law, processing FOIA appeals, collection of fees for FOIA, requests processed, and certification of systems requiring FOIA/PA information.

Administrative records file plans management consists of ensuring administrative files for all offices in the Personnel Center have proper file plans, training of personnel for maintaining file plans, storage and disposition of records, and performing staff assistance visits to offices where file plans are located.

Forms management consists of administrative form designing from an existing or new requirement, maintaining record sets for developed/redeveloped forms, and preparing reports on form development.

Additionally, our NPA was asked to take on the Worldwide Locator Service for the Air Force Personnel Center at Randolph AFB. The Worldwide Locator Service is an administrative service function that allows individuals to call into the Air Force Personnel Center to locate active duty or retired military personnel.

Custodial Services at NASA Goddard Space Flight Center, Greenbelt, MD

Melwood provides all supervision, personnel and labor, supplies and materials, tools, equipment, communication devices, transportation and fuel, and management strategies necessary to carry out effective and comprehensive custodial services at the Goddard Space Flight Center (GSFC). The term “custodial services” applies to all designated spaces at the Center, including but not limited to offices, laboratories, computer rooms, hallways and stairs, entrances, lobbies, restrooms, kitchens, loading docks, storage areas, mechanical rooms, elevators, sidewalks, exterior courtyards and exterior areas immediately adjacent to buildings. A combination of scheduled and government-ordered special services comprises the service requirement.

Ada S. McKinley is responsible for all aspects of the custodial service for Naval Station Great Lakes, managing janitorial services to ensure that facilities are clean, sanitary, and professional in appearance.

Facility Management at Los Angeles Air Force Base

At the Los Angeles Air Force Base, AbilityOne provides all personnel, equipment, tools, uniforms, materials, vehicles, supervision and other services to perform the Civil Engineering Mission. This includes real property maintenance, customer service, military family housing maintenance (MFHM), grounds maintenance and computer support. We also provide all necessary supervision, personnel, supplies and equipment required to perform all of the MFHM services on base for 645 homes at LA Air Force Base and Fort MacArthur, including single-family homes, unattached quarters and dormitories. AbilityOne Services at Los Angeles Air Force Base include:

  • Self-help store management and staffing
  • Inventory Management: consumable, non-consumable, appliances, parts, tools and government and/or contractor furnished equipment
  • Change of Occupancy Maintenance
  • Quality Control, Maintenance Management
  • Service Call System, Recurring Inspections
  • Appliance Repair, Replacement and Storage
  • Locksmith and Key Control Services
  • Exterior and Interior Walls
  • Flooring: Repair and Replace
  • Exterior Fixtures or Structures: Repair and Replace
  • Off-base housing referral, relocation service, furnishings management and dormitory services
  • Housing Management: occupancy, assignment, and termination of military family housing (MFH), leased housing, unaccompanied housing and general officer quarters (GOQ)

Base Operation and Support:

  • Storm water systems including risers, inlets, catch basins, sump pumps, surge tank, perforated sub-drains, oil/water separators and piping
  • Diesel generators, gas generators, automatic transfer panels and all associated mechanical/electrical systems
  • Water distribution systems including distribution mains, arterial mains, water treatment equipment, water storage tanks, all associated controls, water lines, valves, underground irrigation systems, non-potable/reuse systems, underground and above ground fire suppression system
  • Meter reading as required
  • Sanitary sewer system including sanitary sewer lines, lift stations, main connections, septic tank systems, oil/water separators, and grease traps
  • Natural and compressed gas systems including piping, valves, regulators, meters, and pressure vessels
  • Overhead and underground electrical distribution systems, substations, switching stations, electrical vaults, exterior lights, meters, low voltage electrical wiring, devices, electrical equipment, lightning protection, seasonal decorative lighting, all building interior electrical and lighting systems and grounding systems

Fleet Management at Tinker Air Force Base, OK

Contracted since: June 2006

This nearly $5 million contract provides comprehensive management of the base’s fleet operations including scheduled maintenance of 450 tactical vehicles and more than 800 general-use vehicles (sedans, pickups, forklifts, emergency response vehicles, cranes and buses). 

Additionally, AbilityOne provides cargo movement on and off base, towing and recovery of vehicles on base and within 75 miles of the base, taxi service on and off post, management of command vehicles, flight line services, management and operation of the vehicle registration/drivers license office, management and operation of the base fuel facilities, management and coordination of car-washing services, and management of GSA fleet vehicles.



Fleet Management at Ft. Riley Army Base, KS

Contracted since: January 2007

AbilityOne provides all repair and maintenance services for nearly 1400 non-tactical vehicles and pieces of support equipment. The largest customer at this location is the GSA Transportation Motor Pool. AbilityOne also provides services to other GSA customers coming in from out of town such as the 91st Division Training Support Brigade from Ft. Carson, CO. 

For GSA, AbilityOne oversees all aspects of scheduled maintenance, unscheduled repair, vehicle washing, vehicle marshalling, emergency service, parts supply management and warranty work coordination (excluding windshield and glass repair, and onsite warranty and body work).

Fleet Management at Ft. Lewis Army Base, WA

Contracted since: September 2002


This $17 million contract handles scheduled and unscheduled maintenance services on 13,000 pieces of equipment annually, performs fleet maintenance and repair and analyzes work performance. The maintenance operations take place in fourteen different shop facilities. In a “surge” mode, the AbilityOne team can include 300 employees working two shifts to service, repair and maintain equipment in the highest state of combat readiness for these special assignments:

  • Stryker Brigades: Stay behind (equipment left behind) and Reconstitution (equipment returning from deployment)
  • National Guard and Reserve: Mobilization (units preparing for deployment) and Demobilization (units returning from deployment)
  • Satellite Unit Support: Assist unit maintenance personnel

AbilityOne employees have also participated in a Department of Labor-approved journeyman training program in Installation Vehicle Maintenance on 105 various models of tactical and non-tactical equipment through this contract. Individuals are encouraged to participate in the company's apprenticeship program and are supported in every aspect of reaching their goals of obtaining a Journeyman Diesel Mechanic rating status. For these maintenance operations, AbilityOne manages parts inventory of more than 2,000 lines totaling nearly $1 million.

Fleet Management at Ft. Hood Army Base, TX

Contracted since: August 2001

Through this contract, AbilityOne supports recovery, service and launch of a variety of aircraft, including Air Force One. We also maintain the airfield’s vehicle fleet and ground support generators. The contract is valued at over $1.4 million.

Fleet Management at Brooks AFBI Air Force Base, TX

Contracted since: October 2001



AbilityOne provides motor pool and shuttle bus services at Brooks AFB. The motor pool consists of about 30 vehicles; the shuttle services includes 10-15 44-passenger buses and 7- and 9-passenger vans. 

Motor pool services include management and administrative support, fleet management activities that require maintenance/repair actions, vehicle dispatching, vehicle presentation and more.

Fleet Management at U.S. Border Patrol, El Centro, CA

Contracted since: July 1998

AbilityOne washes and details U.S. Customs and Border Patrol’s vehicles in harsh heat and salt air environment to ensure maintenance and marketability. We also furnish the vehicle washing materials and equipment to ensure compliance with environmental laws and specifications.

Food Services at Ft. Hood Army Base, TX

PSCI is responsible for complete operation of post-wide full food service and dining facility attendant support services within 12 dining facilities operated between North Food Hood, Main Fort Hood and West Fort Hood. Responsibilities include facility management, food procurement, receiving, storage, menu planning, food service standards management, cooking, baking, meal service, dining room attendant services, and equipment cleaning, sanitizing and upkeep.
